Achieving Effective Outcomes in Youth Justice. When the present youth justice system was introduced in New Zealand in 1989, including the use of family group conferences, it was a unique innovation. Since that time, other countries have experimented with similar practices. New Zealand remains a world leader, yet there has been relatively little research on its system. Although there is some evidence to suggest that effective family group conferences can affect outcomes for young people, including reducing reoffending, the nature of the best practice that produces effective family group conferences remains a matter of opinion and debate. This research has been designed to identify aspects of practice that will achieve effective outcomes. Immigration policy. Perhaps partly because of its apparent simplicity, everyone has a view on immigration. Talk of 'brain drains' or 'immigration invasions' pervades newspapers and radio talkback, depending on whether we have a net outflow or a net inflow of people at any point in time. But the complexity of the impacts of immigration means that the easy answers are seldom the right answers. In this policy briefing we outline the basic economic principles and research findings that lie behind immigration policy. While there are non-economic reasons to encourage certain types of immigration, this note, and New Zealand's immigration regime, focuses on economic migrants. By Hayden Glass.

Drug Courts. Toni Makkai, in "Drugs Courts: Issues and Prospects", outlines issues and arguments related to the establishment of treatment-oriented drug courts. The paper, published in 1998, draws on USA experience with drug courts and discusses some of the potential problems in establishing such programs in Australia.
